Passed resolutions of the 9th Convocation
RESOLUTION No.1
Be it hereby resolved
That the Patriarchal Parishes in the USA retain an independent Certified Public Accountant to audit their financial books and records prior to convocations, and that the written report be submitted to the convened Convocation.  An audit shall be held this year.

RESOLUTION No. 8
Be it resolved that the 9th Convocation of the Patriarchal Parishes:
1.  accept the Treasurer's report and thank the Treasurer for his efforts in preparing it;
2.  operate in the remainder of the year 2000 in accordance with the existing budget;
3.  authorize the Bishop's Council to develope a new budget for the year 2001 by line items in accordance with projected developement of the Patriarchal Parishes as presented in the report of the ruling Bishop;
4.  authorize the Bishop's Council to develope a schedule for monthly Cathedraticum payments into the treasury of the Patriarchal Parishes;
5.   recognize that the Cathedraticum payments are an obligtion for all parishes;
6.   call upon all Patriarchal Parishes, which are in arrears, to remit in full an amount equal to their indebtedness, by 10 November 2000 (NS), and to hold the pastor and parish president personally responsible for failure to make said remittance.

RESOLUTION No. 7
Be it resolved that the 9th Convocation of the Patriarchal Parishes humbly and respectfully request his Holiness, Alexy II, Patriarch of Moscow and All Russia, accept our invitation to celebrate the 100th anniversary of St. Nicholas Cathedral in New York as a solemn feast day for all Patriarchal 
Parishes.

RESOLUTION No. 6
Be it resolved that the 9th Convocation of the Patriarchal Parishes accept the report by His Excellency, Bishop Mercurius, and to accept conceptually the circumstances presented in the report as a basis for developement of the Patriarchal Parishes through the year 2003.

RESOLUTION No. 3
Whereas a careful review of constitution and by-laws in force in many of the Patriarchal Parishes in the United States are in need of revision,

Be it resolved that the 9th Convocation of the Patriarchal Parishes ask the Most Reverend Bishop Mercurius to create, by a directive, a standing commission to develope a model constitution and by-laws for the Patriarchal Parishes in the United States, bringing them into conformity with the 
constitution and by-laws of the Russian Orthodox Church [of which we are a part] as adopted at the Hierarchal Council of 16-19 August 2000.

Be it further resolved that said standing commission develop parish by-laws which will be a uniform model for all Patriarchal Parishes, subject to approval by the Most Holy Patriarch and the Sacred Synod and suitable for implementation by each parish.

Be it further resolved that the Vicar Bishop of the Patriarchal Parishes in the United States serve as Chairman of said Standing Commision.



RESOLUTION No. 4
A mission parish shall hold that designation for a maximum of five years, 
however, it is not exempt from a financial obligation should one be 
established.
